The paper recommends a decision. The case reads well, the numbers support it, the recommendation sits cleanly on the last page. That's exactly the moment to slow down — because a board paper is an argument: someone wrote it to produce a decision. Every argument chooses what to foreground and what to leave out, and the better it's written, the harder those choices are to see. A new director is the one person still able to see them.

What this is

A one-page test for any board paper

A repeatable one-page diagnostic applied to a single board paper. It surfaces what the paper emphasises, what it omits, and whether its recommendation survives the one question a weak paper can't answer. Unlike the other tools built on Governance Notes by Paul Halpin, Edition 4, it serves every year of a director’s tenure: any director reads papers, and this reads them critically.
